Register Your Rentals

Owners must register short-term rentals and obtain a permit from the city, and there are several steps required for getting that permit. For example, you will need a safety inspection as part of the process. You will also need a transient occupancy tax (TOT) certificate.

There are also various fees that come with registration. At the time of writing, the annual base fee is $1,009. However, there may be additional fees depending on the vacation rental. There is also a $5,000 fine for operating an unregistered vacation rental.

Occupancy

Occupancy is another critical concern for vacation rentals. Palm Springs sets strict limits on occupancy for short-term rentals. Each stay can have two adults per night per bedroom. The guests can also have one vehicle per bedroom. However, it is important to note that neighborhoods with HOAs might have additional restrictions on vehicles and parking.

Local Contact Person

All vacation rentals must have a local contact person. The contact person must also be over the age of 25. It can be the owner, but it can also be a manager or someone else who is local. The city requires a contact person to encourage responsible operations and to improve the experience for guests and residents. They must also be available 24 hours if the guest or a neighbor has issues.

Your local contact person must perform live check-ins for each stay. That means they have to be there to welcome the guest and explain the community’s rules. Each stay also requires a written contract. The contact person will also need to give them the Rules and Regulations/Good Neighbor Brochure. They should also keep a signed receipt for the brochure.

Number of Contracts and Neighborhood Density

Palm Springs has a strict limit on the number of contracts a vacation rental can have per year. Each rental property can have up to 26 rental contracts per calendar year. The city also offers a junior permit that allows for 6 rentals per year.

Palm Springs also has a cap of 20% density of short-term rental permits per neighborhood.  It is very important to investigate the availability of short-term rental permits when purchasing a home.  The city publishes the percentages of short-term rental permits per neighborhood here.
